i think, but am not sure, that this may partially be what the big
all-rir-bigwig proposal is trying to address.  trying to see that
returned address space goes back to iana instead of staying in
region.  this is particularly relevant to the arin region, which is
believed, rightly or wrongly (i have no idea) to be likely to get
the most returned legacy space.  but again, i really do not know,
and none of the authors of that proposal seem to have access to
keyboards.
