I'd bet your life (:-)) you're wrong. I personally have experience with particular prefixes having _significantly_ higher valuation than others (prefixes with '8's in them seemed in particularly high demand). Given a choice between something in 192.0.0.0/8 and 1.0.0.0/8, would you be surprised if the first commanded a higher value than the second?
