But, APNIC members can figure out which address space is already
allocated to A91A7381 from stats file,
and they can also figure out who is allocated that address space
from whois.
The interesting thing is that I cannot find a defined description of
the ID,
ftp://ftp.apnic.net/apnic/stats/apnic/README.TXT eludes to extensions,
and a url:
http://www.apnic.net/db/rir-stats-format.html which doesn't give me
that info..
.. but I digress.
So, it means APNIC members can easily figure out who applied this
request by above notice.
(especially, if it is done by direct member)
My interpretation is that the organisation's confidentiality/privacy
applies to the information provided to APNIC in requesting resources.

The fact that an organisation has received resources, when, and what
is public knowledge.
Which is why I asked the question, and perhaps this is to the
secretariat lawyers, "Does this include the act of retuning for
address space within the constructs of this policy proposal?"
My inclination would be no, the act of returning to APNIC for more
address space under this policy proposal isn't confidential, just the
information supplied to APNIC to adjudicate the request.
If it is your concerns, Andy's suggestion also covers it without
conflicting with confidentiality.
Andy's suggestion does (if his expectation is actually carried out by
the secretariat) provide the information. What I'm looking for in the
transparency is community awareness. I think this policy is a big
enough deal to warrant that. Maybe I'm mistaken. But since this one
proposal has generated substantial interest and discussion I feel it
is warranted.
That said, I'm not going to flog a dead horse as it were - if the
_act_ of applying for resources under this proposal is considered
confidential, even though it can be worked out from public records, I
will amend my position after word back from the secretariat.
