Hi Terence,
I would agree with Leo and Izumi's interpretation that current policy
does not state that the policy in section 11.3 on critical infrastructure
no longer applies. The 203.119.0.0/16 block is set aside for assignments
for CI. That shall not be changed even during during the final /8 phase.
