      This presentation outlined JPNIC's registration policy whereby only the postal addresses and phone numbers for technical points of contact are made public. The proposal is that APNIC should adopt a similar policy.

      Questions and Discussion

      There was a question as to whether abuse by an end-user is considered an "operational issue" in the terms of this proposal. An ARIN representative explained that this was discussed at the ARIN meeting in April and it was decided that the ISP's information would be provided so that the end-user would be contactable via the ISP. ARIN provides the name, city, and state of the individual but records "private residence" in place of the street address.

      It was suggested that no policy should be formulated until the range of applicable privacy laws had been properly considered.

      It was clarified that JPNIC applies this policy automatically, not as an option, although an end-user can choose to register their contact details as "tech-c".

      It was suggested that before collecting information that is intended to be hidden, there is a need to define policies and procedures for how that information may be subsequently disclosed. It was explained that JPNIC does have such procedures in place. It was again suggested that such procedures would need to be subject to whatever laws were applicable.
