Title: Explanation of recent IPv6 fee structure change (NIRs and Confederation members) Introduction: The APNIC EC recently agreed on changes to the APNIC "per-address" fee structure for IPv6 addresses, affecting NIRs and confederation members. This informational presentation will explain those changes, and the reasoning behind them. Summary: Although the IPv6 fee structure changes have been widely publicised, the reasoning behind them may not be well understood. Situation: This presentation concerns the APNIC fee structure only. Details: The fee structure changes comprise the following specific changes: 1. A discount of 90% on per-address fee charges for allocations of IPv6 address space to existing IPv4 infrastructure; 2. Elimination of per-address fees for confederation members, providing that such members maintain a single pool of IPv6 address space. Pros/Cons: The changes were adopted for the following reasons: 1. To eliminate an arguable "double charge" for IPv6 allocations to existing IPv4 infrastructure; 2. To recognise that all ISPs are able to manage IPv6 address space within single address pools, and to therefore align charging policies for confederation members and regular members; 3. In general, to reduce the artificial barriers to IPv6 adoption in the Asia-Pacific region. The APNIC secretariat has analysed the negative financial impact of the changes, which are regarded as limited and sustainable. There are not other disadvantages apparent. Effect on APNIC: The APNIC per-address fee structure affects only small a subset of APNIC members, namely NIRs and "confederation members". In both cases the effect of the fee structure changes is to reduce the IPv6 per-address fee in some or all cases.. Effect on NIRs: See above.
