Nominator statement

Col R S Perhar after serving 26 years in the Army in important operational assignments joined Tulip IT Services as the Chief Operations Officer (COO) in Apr 2004. Tulip at that time was in the process of moving from the domain of Networking and Box selling towards being a National level service provider. In Tulip he assisted the management and oversaw the roll out its MPLS VPN network to a reach of nearly 1000 locations across the country in a span of less than 3 years. His experience of logistics, man management, motivation and organization skills gained over 26 years in the Army helped in maintaining the scorching speed of implementation across the country. Col Perhar is also the Secretary of the Internet Service Providers Association of India (ISPAI). During his tenure with ISPAI major initiatives have been taken by ISPAI to help its members to develop viable business models, work towards assisting the industry in meeting the targets set by the Govt for Broadband internet penetration countrywide with special emphasis on Rural Areas and interact with various Govt and regulatory authorities to formulate policies at national level.

He is member of a number of working groups and committees set up these are-:

  • Planning Commission Telecom Committee-- Planning commission develops long term strategic plans for the Govt of India, It has a Telecom Committee which formulates long term strategic plans for management and spread of issues related to Telecom, Internet, Satellite communications etc.
  • Govt Of India Department of Telecommunications - He forms part of various committees, as a Industry representative, being formed on spectrum management and allocation.
  • NGN committee of Telecom Regulatory Authority of India . TRAI is the independent regulator in India.It researches and formulates issues related to Telecom Industry, growth, regulation and management. Col Perhar is a member of this committee and specially focusing on regulatory issues.
  • Indo-UK Joint High Technology Group. This group has been formed by the Industry in collaboration with the Govts of Britain and India to collaborate and promote technology,research and related business between the two countries.

In addition to the above committees Col Perhar is also a member of the Telecom Committees of various influential Industry bodies such as CII, FICCI, ASSOCHAM.

The main issues being taken up with the Govt by him are related to increased spreading of Broadband internet connectivity by ISP's, allowing ISP's to provide Value added Services, equitable allocation of Spectrum to all players, making positive changes to the licensing conditions of ISP's thereby allowing for a ISP's to create a viable business model etc

During the last two years he has been taking active part at the regional level by attending the SANOG and APNIC meetings in Srilanka, Bali and India.

The last SANOG and APNIC meetings in Aug / Sept 2007 which were held together for the first time succesfully in India were organised to a large part by him in terms of organising sponsorships, time and effort.

Col Perhar plans to bring in his experience, maturity, dynamism, out of the box thinking and a general sense of purpose to the EC of APNIC if elected.

Col Perhar has also been a renowned Rifle Shooter at national and international levels. He has won over 15 Medals at National level and represented India in international events e.g. Asian Games and Commonwealth Games ,Asian Shooting etc.

As a hobby I had been taking part in rifle shooting events at National and International events and have represented my country in Asian Games, Commonwealth games, Asian Shooting etc.
