This is a call for nominations of individuals from the Asia Pacific region, to serve on the NRO Number Council. From 31 December 2008 one Asia Pacific Number Council seat will become vacant, to be filled for the next 18 months by an individual nominated through this open call. The selection process will involve an open election to be held during the APNIC 26 Open Policy Meeting in Christchurch, New Zealand, on Friday 29 August 2008. The elected individual must be willing to serve an 18 month term beginning 1 January 2009.

This document describes the functions of the Number Council, and its relationship to the ASO and the Address Council, as well as the nomination and selection processes. If you are interested in nominating an individual, or if you are interested in being nominated as a member of the Number Council, please read this document carefully.

1. The NRO Number Council

The Number Council, established in October 2004 under a MoU negotiated between the Number Resource Organization (NRO) and ICANN, is made up of representatives from each of the five RIRs.

Under the terms of the MoU, the Number Council performs the role of the Address Supporting Organization Address Council (ASO AC). This includes:

Undertaking a role in the global policy development.
Providing recommendations to the Board of ICANN concerning the recognition of new RIRs, according to agreed requirements and policies as currently described in document [ICP-2].
Defining procedures for selection of individuals to serve on other ICANN bodies, in particular on the ICANN Board, and implementing any roles assigned to the Address Council in such procedures.
Providing advice to the Board of ICANN on number resource allocation policy, in conjunction with the RIRs.
Developing procedures for conducting business in support of Address Council responsibilities, in particular for the appointment of an Address Council Chair and definition of the Chair's responsibilities. All such procedures shall be submitted to the Executive Council of the NRO for approval.

2. The role of members of the Number Council

The Number Council is comprised of three individuals from each of the five RIR regions. Of these three positions, one is filled by the RIR's Executive Council; the person chosen for this position acts as a representative for the RIR, reporting regularly to their EC.

The remaining two positions from each region are selected by the regional policy forum. These members of the Number Council do not represent any RIR, nor do they act as representatives of any other body. They are appointed in their individual capacity, and their membership cannot be proxied by any other individual or organization.

No member of the Number Council shall receive any compensation for his or her services as a member of the Number Council. Number Council members shall, however, at their request, be reimbursed by the NRO for actual, necessary, and reasonable travel and subsistence expenses incurred by them in the performance of their duties.

3. Number Council nomination process

Through this nomination process, one individual from the Asia Pacific region will be selected to serve on the Number Council for 18 months (commencing 1 January 2009), replacing HJ Kwon, whose term will end on 31 December 2008. The selection will be made through an election from the set of individuals who have been nominated within this process.

Any individual may be nominated, with the exception of any staff member of any Regional Internet Registry. Self-nominations are permitted.

Nominations must be received by 17:30 UTC+10 on 25 July 2008. You may nominate an individual by email to nominations@apnic.net.

All nominees will be contacted via email to confirm their willingness to serve on the Number Council. If a nominee is not contactable via email, or does not respond, then their nomination will not be confirmed and they will not be eligible for election to the Number Council.

All confirmed nominations will be listed on the APNIC web site after they are confirmed. All nominees will have the opportunity to submit a written statement in support of their nomination, for publication on the web site. In addition, others may express support for nominated individuals simply by completing and submitting the nomination form provided above.

4. Number Council selection process

The process for selection of the nominee to serve on the Number Council will involve an election to be held during the APNIC 26 Open Policy Meeting in Christchurch, New Zealand on Friday 29 August 2008.

There will also be an online voting facility available to APNIC Members through MyAPNIC. This will open on Monday 11 August 2008 and close at 09:00 UTC+12, Wednesday 27 August 2008. More information on how to cast your vote online will be available in MyAPNIC over the coming weeks.

It is not necessary for nominees to attend the Open Policy Meeting in order to be elected, but an opportunity will be provided for nominees who are present to address the meeting prior to the election and make a statement supporting their nomination.
